These B&S carb-on-tank carbs are very reliable. Usually all they need is a new gasket between the tank.  The gasket also serves as the pump to draw the gas from the tank to where the carb can use it.

While the carb is apart, check the screen on the pickup tube. I've seen several that were varnished over.
